What kind of answer are they looking for?

Is the paragraph below asking for a customer reference that would dine in a restaurant for 45 mins or a customer reference from a company or person that my company is under contract with that manages many customers. We have both...

This is for a bid on a government facility cafeteria that we would be staffing and managing. Thank you!

Include with your proposal a minimum of five (5) references from companies or customers – these should be within the past three (3) years – for which your firm, as either a stand-alone restaurant operator or a company specializing in food service administration, has done work of similar size and scope. The services provided to these clients should have characteristics as similar as possible to those requested in this RFP. Information provided should include the name, address, and telephone number of the contact person; description of services provided; and the time period of the contract.

I'm sorry - I don't understand your question. They want to know about customers who would be able to vouch for the type of services you provide that are substantially the same as the ones you are bidding on now.

They are not asking for reference from people who have eaten the food.
