What kind of "all" ?

Hi,

What kind of all is this? like, "completely" or maybe "as much as possible"?

For Christmas, my classrooms were all decrated.

I'm afraid I could be sure which your answer meant. Completely (I mean heavily) decorated or all of the rooms were decorated ?
