What kind of accent is this?

Hi, does someone know what kind of accent this guy is using?

Is it one accent? Is it a mix of several accents?

And in case you're from the UK: How does it sound to you?

To me as a non-English person it sounds very cute/looffly but maybe it sounds different to someone native?

Since nobody seems to want to answer this, and I would like to know, too, I'll take a stab at it, and maybe some Brit will be so amused at how wrong I am that they will step in. I am an American.

I looked this guy up, and I couldn't find a bio. He is in south Devon, but that is not a West Country accent. It sounds like a watered-down Thames Estuary—"fink" for "think", non-rhotic, glottal
