What is wrong with this sentence?

Its time that you learned the skills one needs to work with suppliers and vendors to get what you want and need.

learned is past tense, and the rest of your sentence is in the present. You do not want to mix up different verb tenses in the same sentence unless you are purposely trying to show a sequence of events. Also, while it isn't necessarily grammatically incorrect, the fact that you repeat need at the end of the sentence is too wordy.
