WHAT IS USE OF 'TO be'

I want to know the use of 'to be' . for example writer has used to be in sentence but i do not under stand the use of to be?
Ball is going to be held on behalf of the ministry of education.

Do you know "is / are going to" + verb? She is going to run to the store. The boy is going to send an email to his father.

Do you know "is / are going to" + verb?

She is going to run to the store.

The boy is going to send an email to his father.
The king is going to give gifts to the poor children.

In your example the verb is be+past participle. It is a passive voice form.

Gifts are going to be given to the poor children by the king.
