What is Unilateral?

In international law, if a 'Bilateral' agreement is a deal between two parties. and a 'multilateral' agreement is pac between many partners. Then what is a 'Unilateral' agreement? If it means a single-party agreement, then to whom does it apply to when there is only one member? Does anybody know the meaning of the word? I am a first year international law student from Thailand. Really puzzled by the term.
