What is "top up" applications

Hi

It's from a website. would you tell me what "top up" means. Seems like similar to "addtional" but I can't see the difference.

Additional, or top up applications, cannot be permissioned directly to the PCs.

Me neither, if that's any consolation to you. You may have to leave it out of your translation. Just say "additional" or some form of that word.

Perhaps it means Additional or top up applications are not permitted directly on the PCs.

It's from the website of an anyone-knows company, but their English is sometimes funny and there's many typos, too. Maybe people in India are working on it.
