What is "to" here?

"The quantified self suggests the digital capture of every human sense and action, from heart rate and blush response to emotinal fluency and activity tracking." (Sorry for "no context")

Q1. What is "to" here? Is it a "to" as in "from A to B"? or as in "response to ~"?

Q2. What does "emotional fulency" mean here?

Q3. What does "activity tracking" mean here?

Q4. "I need a place where I can take rest." is a correct sentence, right?

Then, how about this one? "I need a place where I can take rest."

Is this still correct, or wrong? If wrong, can you tell me what the reason is?
