what is this technique?

In Allen Ginsberg's 'America' he uses the line
"queer shoulder to the wheel".
What is the technique in which you take an everyday saying and change it as he has done? Or if there are any other techniques present in the quote it would be great to know what they are.
Thank you

This doesn't appear to be any special kind of literary technique. The saying is "Put your shoulder to the wheel.", which means to put great effort into something, not necessarily by actually pushing a wheeled conveyance. Here he has simply added an adjective that describes his shoulder, but outrageously, as is his style. This is like one might say "Put my injured shoulder to the wheel."
