What is this second comma?

His father gets up, leans forward, and strokes his son’s hair back slowly and gently.

I like using that last comma there before "and" for pacing. I'm just wondering, though: is it considered a serial/Oxford comma, or is that only for lists that it is called that?

Thanks.
