What is this grammar rule

Hi, Im interested in explaining this grammar rule - the use of the in this particular sentence and why we use it...

the use of animals in experiments should be banned

Why is it correct to use "the" here?

My first thought is that the word 'the' implies that 'use of animals' in experiments' is an issue that most people are already aware of. And that is already happening. But I wouldn't call this a strong argument.
