what is these sentences mean

hello u guys! lately i have been reading brave new world by Aldous Huxley and when i read the sentences that discribe Bokanovsky’s Process, i got some problems.
"One egg, one embryo, one adult-normality. But a bokanovskified egg will bud,will proliferate, will divide. From eight to ninety-six buds, and every bud willgrow into a perfectly formed embryo, and every embryo into a full-sized adult.Making ninety-six human beings grow where only one grew before. Progress.
“Essentially,” the D.H.C. concluded, “bokanovskification consists of a seriesof arrests of development. We check the normal growth and, paradoxically enough, the egg responds by budding""
first, i am not sure what "every embryo into a full sized adult"
mean. each embryo are in a full sized adult or each embryo will grow into a full-sized adult.
second, what is "paradoxically enough" and the second sentences mean?

Why the egg budding is a unexpected respond, I thought Bokanovsky’s Process will make egg
