What is the word for this?

I want to know an idiom or vocabulary meaning 'saying only by lips again and again but not doing actually'

I think it's similar to 'lip-service' but a little different from it.

For example, the word should be used in a following sentence.

'It will end in ( ) if we don't prepare for detailed plan'
