What is the right word to use in the following context

I'm wondering what is the right word to use in the following context:

My parents have bought an appartment in a new building (i.e. completely unequipped, bare walls). They are planning to move in and start doing the renovation.

I know such words as renovation, remodelling, redesign. But they all are applied when there already is some current design and a home owner wants to make some changes, e.g. replace the wallpaper, buy new furniture, change the lighting, etc. But I don't know which word is used to name the process of installing the heating, lighting, plumbing and other systems, hanging wallpaper, buying furniture, and doing all other types of work needed to be done when one has just bought property in a newly built building.
