What is the question "Can they escape with certainty?" asking?

The question is: "Can they escape with certainty?".

Assume the "they" in the question is referring to prisoners.

Is the question asking whether the audience can be certain of the prisoners' escape?
Or is the question asking whether the prisoners can be certain of their own escape?

I'm trying to prove that a logic puzzle video made a mistake.
