What is the proper usage of these

1."though the chinese lay claim to having discovered..." or "though the chinese lay claim at having discoverd..."
2. "it has something to offer to everyone"... or "something to offer for everyone"

In number one, "to" is the correct preposition.

In number two, the first version is correct, although the second "to" may be omitted.
You sometimes hear the second version. I believe people sometimes get careless and confuse it with "there's something here for everyone."
