What is the point here?

Hi,

What is the point of the sentence especially in the last three line?

But one thing is clear: unless a government can find a way of achieving in its committees the same single-minded sense of purpose and control that the crazy brand visionary achieves within a privately owned company, a
national brand programme is guaranteed to fail.
