What is the opposite of "heavy traffic"?

Hi everyone;

I'm looking for the opposite of the phrase "heavy traffic". When we want to say that in a city there isn't any heavy traffic. You won't stuck into traffic. What can we say?

I think "rush hour" is some kind of synonym to "heavy traffic". I want to say there is no heavy traffic is specific city and traffic is absolutely (?)...
So rush hours which refers to crowdy time of day cannot be helpful.

"Rush hour traffic" is commonly understood to be "bad."

Of course if you designate four to six pm as "rush hour" in a specific city, the traffic may just happen to be light on a given day.

If a particular championship ball game finished at midnight, a person might say, "This is crazy! We've got rush hour traffic at midnight!"
