What is the most appropriate and WHY?

Hello,
I have yet another question for the people on these forums. Emotion: smile

What is more appropriate from the following:

1.Carl was a criminal that was caught by the watch and sent to the wall.

2. Carl is a criminal that has been caught by the watch and sent to the wall.

3. Carl had been a criminal that was caught by the watch and sent to the wall.

4. Carl has been a criminal that has been caught by the watch and sent to the wall.

I believe the correct one is number- 2

I appreciate all your answers! Emotion: smile

"that" is ugly here; it should be "who". I wonder whether "Watch" should be capitalised. The wording seems a little bit unusual; is this is a historical context?

Otherwise:

1. OK.
2. Seems less likely because "sent to the wall" would presumably end his life.
3. Tense combination doesn't seem ideal.
4. Seems unlikely.

No it doesn`t end his life, I meant he is sent to the wall as a sort of banishment.

I don't know that expression. To me, "sent to the wall" means "sent to be executed".
