What is the meaning of this word according to this sentence ?

Hello

I want to know the meaning of the word " ad -hoc" in this sentence. I know the dictionary meaning and I have understood it according to it. But still I am confused. Please let me know if I am right or wrong.

"The silver tongued king, true to his form, has delivered quite a brilliant speech on the current situation. But, only time will be the real judge of his policy projections: visionary or just plain ad-hoc ? "

I have understood it as " only time will show whether the speech and policy projections made by the king are farsighted or only to adress the present situation at hand"
