What is the meaning of this phrase?

"Although he was still scarcely beyond the prime of youth, yet all the other nobles in the island willingly submitted themselves to him." What is the meaing of "he was still scarcely beyond the prime of youth"? Does this mean he was still young or mean he would soon pass his prime? I am confused with "still scarcely beyond".
