what is the meaning of "later"

"Child sacrifice was common in ancient times but was especially excessive in the later Phoenician colony of Carthage in North Africa." Does "later Phoenician colony of Carthage in North Africa" means that "Carthage became a Phoenician colony later" and when child sacrifice was especially excessive in Carthage, the place was not a Phoenician colony yet?

My world history is spotty, but it says to me that child sacrifice was excessive later in the existence of the Phoenician colony called Carthage. Carthage started as a Phoenician colony, and only much later was re-built as a Roman city.
