What is the meaning of "Programme Policies"

I have seen the term "Programme Policies" in many websites, starting from Gmail. In Thai, my native language, the website translated the term "programme" as "computer program". From what I can recall, even in British English, the term used for computer program is "program" without "me", so I am curious what context of this "programme" is.
