What is the meaning of make-up in the following sentence.

While I was reading the following article, I found it was really difficult to understand the grammar and the exact meaning of the following sentence. This is mainly attributed to the fact that I cannot understand whether the writer states that the majority of cells already have been used or not.


Though there are hundreds of cell lines available in the United States, WI-38 makes up the majority of the cells used
