OK. Thanks for trying to help me, but unfortunately I don't have a context to show because I also don't have idea about its meaning as well as I saw this "saying" free of any context.

I think it means that a key that is left in a drawer, not used, becomes dull, but a key that is used all of the time stays bright. It's a metaphor for making good use of the things you have (like your brain) so they don't become dull with disuse.
