What is the meaning of "if it weren't for her"?

Cynthia and social worker are talking to each other:

Cynthia: Well, if you're that bothered,
why don't you ring him yourself? He's your brother.

Social worker: I'm not running up me
phone bill. He knows where I am if he wants me.
He'd have had us up there to see it by now,
I expect, if it weren't for her.
