What is the meaning of "bulk against"?

"The wind had raveled away the cloud cover over Sandia Mountain and its dark outline bulked against the stars on the eastern horizan."

What does "bulked against" mean here? If anyone could tell me please? I guess it means that the dark outline covered up the stars up on the sky, but I am not very sure about it.

Besides, the "its dark outline" is referred to the cloud's or the Sandia Mountain's?
