#1 does not seem very natural. Where did you find the sentence?
I#2 really consists of two sentences.
(i) No one forgets the truth.
(ii) They just get better at lying.
Do you understand (i)? Do you understand (ii)?
The very general meaning seems to be that people just want to tell lies.
