The "1950's" is the ten years: 1950, 1951, 1952,..., 1959. The "1950's" also has a special significance in US English. During this period you had the Eisenhower presidency, which is considered by some Americans to be the best years ever in the history of the US.

1950's could mean "belonging to the year 1950", but most probably it means the same as "1950s", i.e. the decade. People feel uncertain about the pluralisation, so they add a superfluous apostrophe. It is the same sort of uncertainty that causes people to incorrectly write the plural of "banana" as "banana's" rather than "bananas", for example.
