What is the main tense?

Hi Everyone,

I'm writing a sentence and wondering what the main governing tense would be for the following sentence:

'The next morning when Sam arrived, he couldn't believe what he had heard as he listened to staff talk.'

Is it a mix of 'present and past perfect?'
