What is the limit for Text plagiarism?

I was trying a software that modifies text by automated synonym replacement. My question is:

When a text taken from the web and modified in that way loses its identity? When does plagiarism start? I am talking in quantitative terms of words, letters and phrases, not in spirit or moral grounds...

How does quoting help to avoid plagiarism?

I could not find a simple rule for this issue.

I know a synonymizer product that uses an internal thesaurus to produce "similar" versions of an original. They somewhere claim that up to 10% similarity between the 2 texts could mean plagiarism. That should apply to long essays, not short phrases.

Was that the doubt?

I would suggest that plagiarism is not only appropriating words, but ideas.

I think there is no such a rule, just after writing try to use some of plagiarism checking software and see how many plagiarism is in it. I would suggest you free plagiarism checker Plagtracker. Good tool and you will see what to modify in text.
