What is the grammatical role of the conjunction "that" in the sentence?

Hello, I do not know what grammatical role the second conjunction "that" is taking in the sentence below.
Would you please help me?

The driving force of the movement is a feeling that Europeans have lost control of their future, that they could be incinerated in a war between the superpowers.

Q1. Is the second "that" linked to the noun "feeling", explaning what feeling it is? If so, why isn't there "and" to arrange the two nouns(that Europeans have lost control of their future and that they could be incinerated in a war between the superpowers)?
