What is the function of "where"

I found the following sentence from one of books that I've read. What I cannot understand is the usage of "where", though I can get the meaning of the sentence. Therefore, I would really appreciate it, if someone could explain why they have used "where" in the following sentence. Furthermore, please send me links if available, to learn about such usages of "where" further. In addition, is there any names for these types of construction in which use "where" not to ask a question or not for a relative clause.


Where parents have very little free time to spend with their family, children often develop problems with their behaviour and get into ad habits.


Furthermore, it is possible to replace "where" by "as long as", in the above sentence.
