What is the exact meaning of "be the better person"?

What does it mean when you say, "be the better person"?

For example. I argue with someone, and we are both wrong; I then apologize to the other person and ask for peace, but the other person refuses to accept my apology and make peace.

So would I be right, in the context of this situation, to say to the other person who refused my apology: "I thought you would be the better person, but I guess I was wrong...".

Or would I be the better person because I was the one apologized and offered to make peace, but the other person refused?
