What is the diffrence article The and A (can) make if..

Sentence: "The question is not merely of probity there is more that that at stake" or "It is not a question of probity merely there is more that that at stake"

My question/doubt: What is the diffrence between these two sentences ? Does their meaning get change because of the articles when the context and to some extent content is same ?

No. Note that "merely of probity" actually leaves out "a question", and that "it" is a definite expression meaning "the question", so both are essentially the same.
