advice is a noun, advise is a verb, recommend is a verb

The only note I make is that "advice" is an uncountable noun. No matter how long you spend making recommendations (the noun form for recommend), you still only give "advice" (not advices.)

A small suggested correction in this part

Important difference is that advise can be intransitive and recommend is always transitive.

  • My job is to advise. = My job is to give advices
  • My job is to recommend different things.

That usage (advices) strikes me as Canadian or even Quebecois.
The context of your example suggests to me that in the U.S. we would say ... sent the advisories about the quality of water. I don't believe I've ever heard the word advices in my life.

The Quebec public service sent the advices over Canada about the quality of water.

I don't find this sentence in the least natural. Apart from the oddness of the supposed word 'advices', I've never hear of anything being sent 'over Canad

In the days of telegrams and telexes, "advices" was sometimes to be found in (BrE) commercial English, in the sense "communications from a distance". It would sound quaint or deliberately archaic now, in a commercial context.

"Advices" represents 0.45% of the combined googles for "advice" + "advices"; most of the "advices" examples I've looked at seem to be mistakes for "advice".
