What is the difference in "development OF/ IN"?

what's the difference between "of" and "in" here? are they interchangeable?

The development of the plan needs more time.
We need to make better development in the dancing techniques.

actually, I'm not sure if my examples are correct. I'd be grateful if you can provide better examples.
