What is the difference between with "as" and without it?

In the sample sentence below, consider doesn't have as which follows it.
What the difference between with as and without it.
I check out a dictionary and found out that consider can be used without as following it. But I yet can't figure out the difference between them.
Could you tell me, please?

Sample sentence:
"Although Oliver Rodriguez' books have shaped the way that businesses handle staff relations, he does not consider himself an expert on the subject."

There is no difference. "as" is optional. My guess is that "as" is more often omitted than included.

He does not consider himself (as) an expert on the subject.
