What is the difference between these two paragraphs?

1. There are improvements that can be done and from which your project can benefit from but those are mostly related to the technical side of the project.


2. There are improvements that could be done and from which your project could benefit from but those are mostly related to the technical aspect of the project.


Does the second text have the same meaning as the first one but in a more polite way since "could" has been used?

Also, is it possible to use "those are mostly technicality related" instead of "those are mostly related to the technical aspect of the project. "
