What is the Difference Between Rose and Had Risen in this Sentence

  1. By 2007, UK household wealth had risen from €3500 billion to just to just under €7000 billion.
  2. By 2007, UK household wealth rose from €3500 billion to just to just under €7000 billion.

The first sentence is true for Cambridge IELTS book. I don't understand why.
