A: What is the weather like there?
B: It is windy / sunny / rainy / rainning.

If drops of water are falling from the sky, it is raining.

If it's rainy, the rain falls from time to time. It is not necessarily falling when we say those words (which we don't often say)..

We may not use 'It is rainy' much, but we do use 'It is windy'.

No, I can't tell you. It's just one of those things. When a verb exists, we tend to prefer it - It is raining, pouring, snowing. When there is no verb, we use the available adjective - It is sunny, windy, foggy, misty.

Or should it be "It is raining."?

I think that while raining outside, I think that I can also say the word 'rainy'.

You can, but few native speakers would. We'd say "It's raining".
