What is the difference between "putting on a hat " and "wearing a hat " ?

What is the difference between "putting on a hat " and "wearing a hat " ?

Aren't they the same ? Right ? Please explain a little to me for it ?

And Is " putting on a hat" the correct expression ? Shouldn't it be "putting a hat on ", " putting glasses", or exactly " putting a hat on your head ?

When I at the first time I heard that expression of "putting on a hat", I though he asked me to put something on my head. Please someone explain to me what the exact meaning of " putting on a hat". Thank you for your kind answers in advance.
