What is the difference between "Promotion" and "Proposal" ?

It's correct answer is c. To advertise a new service.However, I think "d.To offer a business proposal" can be the other correct answer.

Question) What is the difference between the meaning of proposal and promotion ?
The word of "Proposal" is used for only new customers and promotion is for only present customers. Isn't it ?
