What is the difference between in 1988 and by 1988?

When we talk about history and accident, we use year. But, I wonder what the difference is between preposition in and by.

Yes, of course. By has the same meaning with year:

The construction of the new bridge will be completed by the year 2014.
It may be completed before 2014.

The construction of the new bridge will be completed in the year
