Dear friend, we can assume that these words are interchangeable in a way, since both of them can mean 'possessing force, powerful', as in forcible/forceful argument ; however, only 'forcible' can mean 'done by force', eg, forcible entry/expulsion ; meanwhile 'forceful' is the only word in this pair that can be used in relation to people: forceful personality/speaker.

Do you think that focible action means an action that is against the will of the person on whom action is taken ? E. G. forcible eviction of protestors.

You have rightly given examples of forceful personality/speaker.
