What is the difference between cleaning and cleaning up?

The woman is cleaning up the car.
The student is cleaning up the library.

What is the difference between "cleaning" and "cleaning up". When to use one and when to use the other? And by the way, is "clean up" a phrasal verb?

Cleaning up= to make something or somewhere completely clean.

"clean up" is often used figuratively, meaning to get rid of bad things like crime, corruption, etc.

While I would say, in a physical sense, "clean up the mess" or "clean up the room", I don't think I would personally ever say "clean up the car".
