What is the difference between by and with?

hello, everyone, i have a question about the difference between by and with.

"Cool with air" i don't know why to use with rather than by here? according to longman dictionary, with is used to say what tool you use to do something. air can be used as a tool too? if i say cool by air, is it also right?
