What is the difference between a Strong Clause and a Weak Clause?

Ok so in my reading I came to a section of rules that talked about placing a comma after a "weak clause" in a sentence that contains it and leave a sentence alone if it has a strong clause.

What defines a Strong Clause, how to identify it and what defines a Weak Clause and how to identify it?

It appears to me that your source book uses 'strong clause' for 'independent clause' or 'main clause' and 'weak clause' for 'dependent clause' or 'subordinate clause'. CJ
