There are many medical facilities that use the term 'medical center' instead of hospital. I imagine the reason is that they want to emphasize that they have much more to offer than just a bunch of beds for sick people. This could include physical rehabilitation facilities, certain testing procedures and other specialties. I don't know of any that include actual education opportunities, but tha

It is not the matter of bigger or smaller. Medical center in India refers to those hospitals which provide Out-patients services. There are some small hospitals named as xyz medical center wherein the patients undergo treatment for AIDS, Tuberculosis, Leprosy. Some medical centers even provide minor surgical services.
