What is the difference?

1. We will push forward the construction of rail, road and other transport infrastructure in central and western regions to foster favorable conditions for industrial relocation.

2. We will push forward the construction of railway, highway and other transport infrastructure in central and western regions to foster favorable conditions for industrial relocation.

Hi. Is the underlined part in 2 used correctly? If 2 is correct, what is the difference between 1 and 2?

"Road" is more general than "highway." The sentences say almost the same thing. I would say "railway tracks" and then specify the kind of roads you mean like city streets, highways, etc.
